User Acknowledgment and Confidentiality Agreement

Cabinda Gulf Oil Company Ltd (CABGOC) User Acknowledgment / Disclaimer

  1. "SEOI" means Cabinda Gulf Oil Company Ltd (CABGOC) Supplier Expression of Interest tool, which the User may access to register, log in to update existing information, or show intent to participate in any open bid.
  2. "User or Users" means any entity that has been granted, or will be granted, access to CABGOC's SEOI tool.

General

By accessing the SEOI tool, the User acknowledges and agrees to the following:

  1. Users must comply with all applicable local laws to be eligible to participate in a sourcing process or open bid.
  2. Each User will be assigned an SEOI Username and granted access to CABGOC’s SEOI tool.
  3. User's assigned ID(s) and access are strictly intended for the purposes listed below:

    • a. Registering as a bidder or an existing supplier

    • b. Indicating intent to participate in an open bid

    • c. Managing bidder or existing supplier company information

Use of the SEOI Tool

  1. A registering supplier acknowledges that registration to the SEOI tool does not guarantee an award or recognition as a CABGOC supplier. To become a registered supplier with a contract, bidders must successfully express intent to participate in ongoing sourcing processes and demonstrate technical and commercial capability to be awarded a contract.
  2. Bidders must comply with Decree 86/18 (dated 2 April 2018) and Decree 271/20 (dated 20 October 2020) to participate in sourcing or be awarded a contract.
  3. Bidders and existing suppliers may only use the SEOI tool for its stated and intended purposes.
  4. The User ID assigned to bidders and suppliers must be used solely by the intended recipient and may not be shared with, or utilized by, any other individual or entity.

CABGOC’s SEOI tool is strictly for authorized users. By accessing the tool, users consent to CABGOC's right to monitor, access, use, and disclose any information entered or stored within the tool, thereby waiving all privacy expectations. Unauthorized or improper use is prohibited.

Confidential Information

The SEOI tool does not require the submission of confidential information. All information requested as part of the registration process either has been or will become publicly available, except where disclosure occurs due to actions by the User. Information required for registration includes the following documents or certifications:

  • a.State registration certificate of the legal entity (Diário da República)

  • b.Tax registration certificate (NIF/Tax ID)

  • c.Applicable business certificates and licenses (Alvará Comercial)

  • d.Company Deed of Incorporation (Certidão de Registo Comercial)

  • d.ANPG Certificate

Users are responsible for securing their login credentials and ensuring that only required and non-confidential information is submitted through the tool.

All information shared during the Request for Proposal (RFP) processes is confidential and must comply with local laws, including provisions of Decree 86/18.
